Pro Evolution Soccer 3 (Winning Eleven 7 in Japan) it was released in 2003. On its cover was the famous Italian referee Pierluigi Collina (although he was absent among the judges, who may judge the matches in the game). The most significant update was to the updated graphics engine, while gameplay is significantly accelerated compared to PES2, significantly improved physics engine, passes and canopies have become more realistic, there are more licenses (missing Dutch «Oranges»), clubs in the Master League have become separated by regional basis, there were competitions equivalent to the Champions League and the UEFA Cup, as well as the contract with Umbro was not extended, the main "supplier" of football boots and balls became Adidas.

Pro Evolution Soccer 3 was the first game of the series, released for Microsoft Windows. It was well received by the gaming publications, but has been criticized for its lack of multiplayer fans and very strong system requirements: for example, the game does not support the widespread card Geforce MX series. And all this at a time when the main competitor of the game - FIFA 2004 had online-mode and have a much lower system requirements. In fact, the game was a direct port of the PlayStation 2 with slightly improved graphics and a lightweight installation fan mods.
